COMMUNITY FOREST: NOMADS VS USER GROUPS- BHUTAN



In Trashigang Dzongkhag, conflict between community forest members from Phongmey Gewog and a nomadic group from Merak gewog has erupted over forest boundary. The forest (229.47 hectares), which shares boundary with Merak gewog, was declared community forest in 2008 but prior to this nomad had leased it for grazing purpose.  Furthermore, the situation worsened after the nomads were fined by the community forest members whose animals were found grazing inside the forest.  The nomads are planning to take the issue to the court, if the gewog authorities fail to find a solution.
