The
Bhutan Living Standards Survey 2012 (BLSS 2012) indicates a number of ‘critical
development issues’. Narrow economic base, high rural poverty and increasing
inequality are among the major problems facing the country although it has made
‘quite impressive’ progress towards achieving the millennium development goals.
The country’s unemployment rate stands at 2.7 percent which is higher in the
urban areas (5.8 percent) compared with 1.6 percent in the rural areas.
Unemployment is highest among those in the youngest working-age group, 15–24
years.
