MESSAGE OF THE EXECUTIVE SECRETARY OF THE CONVENTION ON BIOLOGICAL DIVERSITY BRAULIO F. DE SOUZA DIAS on the occasion of the WORLD DAY TO COMBAT DESERTIFICATION- 17 JUNE 2015



“No such thing as a free lunch. Invest in healthy soils”

Close to 1 billion people, or roughly 1 in 8 people, presently lack sufficient nutritious food, with the most vulnerable of them living on degraded land. And while the earth’s fertile land is limited, the vast majority of our food calories still come from the land. When you then factor in that the fresh water needed to produce our food is filtered by the land, there is no question that the quantity and quality of the land directly affects our lives and thus our well-being. As we celebrate this year’s World Day to Combat
Desertification, the message could not be clearer; in order to attain food security for all through sustainable food systems we must invest in our land. We cannot underestimate the importance of healthy soils. The soil under our feet plays a critical role for food security, as it does for climate change adaptation and mitigation, essential ecosystem services, poverty alleviation and sustainable development.

Soils represent at least a quarter of global biodiversity. It is the basis for the food people eat, the feed for their livestock, the fuel they use to cook with and the production of fibres for clothes and other uses. It plays a key role in the supply of clean water. It is the basis for soil resilience to the effects of floods and drought. Plant and animal life depend on primary nutrient recycling through soil biological processes. It is not an exaggeration to say that without soils we could not sustain much of life on earth’s continents, and where soil is lost it cannot easily be renewed on a human timeline. Approximately one third of the world’s soil is already moderately- to highly- degraded due to erosion, nutrient depletion, acidification, urbanization and chemical pollution. If we allow the current rate of soil degradation to continue, future generations will struggle to meet their needs.

Escalating population growth and increasing demand for food will put an even greater strain on land resources. Estimates suggest that we may need to clear 6 million hectares of new land every year, until 2050, to meet the growing demands for food, water, energy and fuel. Yet this pathway will lead to considerable biodiversity loss and increased greenhouse gas emissions. These pressures are compounded by the reality that we are presently degrading the land faster than it is recovering. In fact, we degrade 12 million hectares of land each year, and lose the opportunity to produce 20 million tons of grain annually.

This not only impacts us negatively but undermines our goal of eradicating hunger and poverty for all. Therefore, how we manage the land, including achieving sustainable agriculture, becomes even more critical for food security and poverty eradication, especially in developing countries.

But there are solutions. The Strategic Plan for Biodiversity 2011 – 2020 and, in particular, Aichi Biodiversity Target 5 which aims to at least halve and bring as close to zero as possible the rate of loss of natural habitats, and Aichi Target 15 which aims to restore at least 15% of degraded ecosystems, seek to reverse the negative trend of land degradation. In addition, as part of the post-2015 development agenda, the proposed sustainable development goal on land aims to chart a more proactive path for our future by targeting three simultaneous actions: avoid degrading additional land, recover as much as we can of that which is already degraded, and, for every hectare of land we degrade, to rehabilitate a hectare of degraded land in the same ecosystem and the same timeframe. This is an important effort.

Reversing the degradation of soils delivers a range of benefits including improved nutrient and water management, soil organic carbon content, natural pest and disease regulation and reduced soil erosion. Additionally, increasing the efficiency of the use of inputs (e.g. fertilizer, pesticides and herbicides), simultaneously increases food productivity, reduces off-farm impacts and increases resilience to climate change.

Achieving food security will also require that we achieve other relevant Aichi Biodiversity Targets. By 2020 we should seek to realise that: incentives and subsidies are reformed; plans are implemented for sustainable production and consumption; fisheries are harvested sustainably; areas under agriculture, aquaculture and forestry are managed sustainably; pollution, including excess nutrients, is reduced below detrimental levels; genetic diversity of cultivated and farmed species, and their wild relatives, is maintained; ecosystems providing essential services are conserved and restored; ecosystem resilience and the contribution of biodiversity to carbon stocks are enhanced, through conservation and restoration, including restoration of at least 15 per cent of degraded ecosystems, and that traditional knowledge, innovations and practices are respected and integrated.

During this International Year of Soils, continuing with a ‘business as usual’ approach in our present patterns of behaviour, consumption, production and economic incentives will not allow us to realize the vision of a world with ecosystems capable of meeting human needs into the future. As we mark the 2015 World Day to Combat Desertification let us strive to restore degraded soils, and adopt sustainable strategies that sustain ecosystem services by integrating the management of land, water and biodiversity.

By doing this we can attain food security, help adapt to climate change and achieve the goals and targets of the Strategic Plan for Biodiversity 2011-2020.

The land under our feet is ancient. Minerals and organic material have mixed together over decades, if not centuries and millennia, to provide the bed upon which our food is grown. The plants which grow in this soil are not only the basis for food and fiber they are also contribute to our supply of clean water and are a storage place for carbon. Land is the key for life and livelihoods today.

As the global population increases in the years to come, and as climate change affects the availability of water, with consequences for water and food security, land will become even more important. Drylands hold a significant proportion of the world’s soil carbon stock, and land degradation contributes to greenhouse gas emissions. Sustainable land management is therefore a key climate change mitigation strategy.

Biodiversity conservation and sustainable land management will be critical for managing our ecosystems so that they can support improved water security for food production as well as being more resilient to climate change.

Ecosystem-based adaptation, which integrates biodiversity and ecosystem services into an overall adaptation strategy, can be cost-effective and generate social, economic and cultural co-benefits. This approach can contribute to the conservation of biodiversity while providing climate change adaptation benefits.

The Tenth meeting of the Conference of the Parties, held 2010 in Japan, adopted the Strategic Plan for Biodiversity 2011-2020 and twenty Aichi Biodiversity Targets, which provide a framework for biodiversity conservation, ecosystem restoration and sustainable land management.

In particular, I would like to highlight Aichi Biodiversity Target 15 which calls for the enhancement of the resilience of ecosystems and the restoration of at least 15% of degraded ecosystems, thereby contributing to climate change mitigation and adaptation and to combating desertification. Also relevant are: Target 5 which aims that by 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced; Target 7, which calls for areas under agriculture, aquaculture and forestry to be managed sustainably, ensuring conservation of biodiversity; and, Target 14, which aims that by 2020, ecosystems that provide essential services, including services related to water, and contribute to health, livelihoods and well-being, are restored and safeguarded, taking into account the needs of women, indigenous and local communities and the poor and vulnerable.

As sister Rio Conventions, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification have many areas of convergence, the most significant being the work to conserve, restore and sustainably utilize dryland ecosystems. In fact, the Strategic Plan for Biodiversity 2011-2020 and its Aichi Biodiversity Targets provide strong bases for implementing the synergies between the two Conventions at the national level.

As we prepare to celebrate the World Day to Combat Desertification let us strive for sustainable strategies that integrate the management of land, water and biodiversity through sustaining ecosystem services. In this way we can combat desertification, help adapt to climate change and achieve the goals of the Strategic Plan for Biodiversity 2011-2020.

“Don’t let our future dry up” Water underpins all social and economic activity. Without water, food production would stop, cities cease to function, economic activity would halt and green forests turn to desert. As demand rises and competition for water increases, none of us can be assured uninterrupted access to water supplies; and the uses of water, including for agriculture, energy and health, are at risk. Climate change will affect water availability; in particular increasing the frequency and severity of droughts and increasing stresses where water is already limited, especially in drylands.

Pressure is increasing on dryland ecosystem provisions such as food, forage, fuel, building materials and water for humans and livestock through a combination of human and climatic factors. Droughts, especially when associated with desertification, can have serious impacts on biodiversity, putting further stress on ecosystem resilience. Although the biodiversity of drylands is adapted to water stress, it remains particularly vulnerable. At the same time, this biodiversity is vital for the livelihoods of millions of people, especially in Africa.

The Strategic Plan for Biodiversity 2011-2020 and its twenty Aichi Biodiversity Targets are founded on the indispensable contribution of biodiversity to sustainable development. Aichi Target 14 aims that by 2020, ecosystems that provide essential services, including services related to water, and contribute to health, livelihoods and well-being, are restored and safeguarded, taking into account the needs of women, indigenous and local communities and the poor and vulnerable. Aichi Target 15 seeks that by 2020, ecosystem resilience and the contribution of biodiversity to carbon stocks have been enhanced, through conservation and restoration, including restoration of at least 15 per cent of degraded ecosystems, thereby contributing to climate change mitigation and adaptation and to combating desertification.

World leaders at the United Nations Conference on Sustainable Development (Rio +20) agreed to strive for a land degradation neutral world. Key to achieving this will be translating this goal into actionable targets at national, regional and international level. Key elements of action will include the conservation and sustainable use biodiversity and the restoration of ecosystems as highlighted in the Hyderabad Call for a Concerted Effort on Ecosystem Restoration.

To enhance synergies at the national level, and to support implementation of the Strategic Plan for Biodiversity and the ten-year Strategic Plan and Framework for the United Nations Convention to Combat Desertification (UNCCD), the secretariats of the UNCCD and the Convention on Biological Diversity (CBD) are collaborating in a Joint Work Plan that includes the development of guidance on water and land-use management, including adapted agricultural practices and the control of soil erosion. This aims to strengthen the capacity of Parties to the two conventions to manage ecosystems better, thereby contributing to the sustainable management of water. Water is also a central theme in the discussions towards the sustainable development agenda post- 2015 – reflecting how environmental sustainability is not only an important goal in itself, but a means for achieving most other objectives which are underpinned by biodiversity and ecosystem services.

Water is influenced heavily by ecosystems and the life associated with them. Forests, grasslands, soils and wetlands all influence the water cycle. These functions of ecosystems operate at local, regional and global scales and offer us opportunities to consider them as “natural water infrastructure” to be used in ways to achieve the same objectives as hard engineered infrastructure such as dams, pipelines, water treatment plants, irrigation systems, drainage networks and flood management embankments. There is increasing demonstration that natural infrastructure solutions work and offer cost-effective and sustainable solutions. For example, use of forests and other natural land cover to reduce erosion and increase the infiltration of rainfall; wetlands to store water during drought; rehabilitating soil biodiversity to deliver improved water availability for crops and hence improved food security; and landscape scale approaches that help reduce water risks in drylands by restoring natural water cycling in catchments. These and other natural infrastructure solutions are already used and incorporated into many modern water management strategies. But there is substantial opportunity to mainstream and upscale the approach. Natural infrastructure can play a vital role in increasing resilience to disasters and its degradation is often a primary cause of disasters in the first place.

During this International Year of Water Cooperation, and as we celebrate the World Day to Combat Desertification under the slogan “Don’t let our future dry up”, let us drive for sustainable strategies that integrate the management of land, water and biodiversity to meet human needs through sustaining ecosystem services and thereby combating desertification and achieving sustainable livelihoods in drylands. In this way we can demonstrate how implementation of the Strategic Plan for Biodiversity can contribute to achieving the objectives of the three Rio conventions, through synergies working towards sustainable development.
